Iran is prepared to resume atomic discussions with Washington on condition that it is treated with "respect" and "honor", Tehran's top diplomat has declared.

Abbas Araghchi declared exclusively dialogue worked, and shared new appeals had come from intermediaries to reopen talks with the American leadership. He said Iran did not have unreported enrichment locations, and Iran had not yet reached a point to allow the International Atomic Energy Agency to access bombed nuclear sites for safety concerns.

Navigating a Difficult Route

The foreign minister is navigating a challenging path since Iran wishes not to be perceived to be acting from a stance of weakness, and he emphatically stated that Iran had come out more resilient defensively and emotionally from the joint assault on its nuclear sites in June.

He was addressing at a defense forum in Tehran where he restated that Iran had "an inalienable right to refine atomic fuel within its borders that it will always maintain" – the main reason of the deadlock in the previous talks.

Previous Talks Unexpectedly Terminated

The earlier sessions of discussions between the United States and Iran were ended suddenly and hostile termination on 12 June when the Israeli government, with US support, attacked Iran's enrichment centers in a two-week conflict that concluded with the US president asserting the sites had been destroyed. Afterward, Western states used their authority to restore global restrictions, but Iran insists they have not had a significant effect.

Perfect Agreement Suggested

Tehran representatives claimed they felt they had reached a "ideal resolution" to the enrichment issue in prior discussions, when it was settled an domestic cooperative with Washington's engagement could enrich uranium. Each party would have been able to claim victory since local refinement would have persisted and the US could be confident that Iran's nuclear programme was solely for peaceful purposes.

It had not been settled in the negotiations that Washington's technical specialists could function within Iranian territory, but that was a reasonable assumption of the cooperative offer. Officials asserted three times they had achieved a deal with Washington's diplomat the US official only for the deal to collapse due to "detractors in America".

Current Position

Iranian officials declared the cooperative arrangement was now no longer available, but it seems highly likely the suggestion could be resurrected in some form if negotiations reopen.

The US president recently claimed he had been getting signals that Iran sought to resume discussions, but confidentially Iranian officials say they are not yet getting coherent offers from the United States either directly or from key regional mediators, such as Qatar, the Egyptian leadership, Oman and Saudi Arabia. The Iran's state department has been accused of inactivity in the aftermath of Washington's unmediated tactics, but Iran says negotiations is not part of a show.

Diplomatic Stance

In his address to the conference, intended to depict the US as a hegemonic power that misuses the idea of international law, the foreign minister stated the fortnight-long engagement demonstrated the dispute could not be ended by combat operations. He said the assaults started with a Washington's ultimatum for an unconditional Iranian surrender and ended with an absolute demand for a halt to hostilities.

Iran is convinced the initial Israeli attacks were mounted with complete American awareness and coordination, making trust hard to reestablish.

Diplomacy Stays the Ultimate Solution

Araghchi stated: "Tehran was not the one that had fled diplomacy; it was America and the Western nations that had repeatedly sought to impose their demands during the discussions. Negotiations can still be viable and stays the final resolution to settle disputes, but its criteria, regulations and tenets must be followed."

"In case they address to the Iranian people with the approach of dignity and honor, they will receive a reply in the identical tone."

Restoration and Recovery

In what is characterized by Tehran representatives as the conflict of repair and rebuilding, Araghchi stated he was assured Iran's security strengths "are much stronger than prior to 13 or 14 June of this year. Our entire military infrastructure have been reestablished. We acquired many lessons from this conflict; we have identified our personal limitations and the shortcomings of the enemy."

He added: "We managed to survive this engagement. Our enrichment knowledge, which they intended to destroy, remains in place. The facilities and gear, if eliminated, will be reconstructed; what is essential is the determination of the Iranian people and then the unity of the country that they aimed at, but did not succeed to shatter. The nation of Iran have developed more powerful, more integrated, and more endorsing of the government and the state in the aftermath of this assault."
